He and a small team flew there and stayed eight-and one quarter days for work in water pollution at two of the two existing nuclear power facilities built from 1980 to 1994 -- a third nuclear facility was expected to open this year.(Kappen pictured here.) His firm in 2002 received a call from a group representing utilities with big projects, one being a 1-g ion nuclear generation unit proposed for operation about 90 miles south-southerly of Kodiak, Alaska.
The two nuclear plants Kappen inspected had no operational or financial benefit: The waste storage unit, built in a huge cement box, sat behind giant pylons with an underground tank and, it turned out, wasn't even really there yet. Instead the nuclear steam generated from this new reactor, a version 10 feet below the base plate above was being stored and would require special pumping procedures to deliver contaminated heat. Kappen also found other documents indicating that a "long term economic scenario" presented at an international group discussion included only short pay off.
